What We Do & Why We Do It: Spotlight on CWRP
JBS’s Child Welfare Reviews Project (CWRP), one of our largest projects, supports the Children’s Bureau in conducting CFSRs. These reviews evaluate each state’s child welfare system, but their real purpose is to identify what each state does best to help its most vulnerable children. These best practices become models—for that state and for others.
For Tori Russell, Deputy Project Director for CWRP, systems innovation is all part of the job. "We use our expertise to make positive changes in child welfare systems nationally," she explains. "We spend a lot of time working with states and our federal partners. We have people who understand child welfare from a frontline perspective and from a quality assurance perspective. We can look at the whole picture. In the end, it's about creating the best system we can for kids and families."
These efforts to create the best system possible were recognized in 2007, when, in partnership with the National Conference of State Legislatures, JBS received an Award of Excellence in Web and Electronic Publications for Child Welfare Caseworker Visits with Children and Parents: Innovations in State Policy.
Looking ahead, Tori sees great potential. "We've merged JBS's technical and content expertise and the CB's commitment to system reform. It's only going to get better from here."
Candace Charkow, Director of CWRP, agrees. "It feels good to be part of the team working to improve outcomes for children and families. When you're working to help children, you're working for the future. For child welfare, I think the future looks good."
"We can only achieve the results we are seeking by directing our efforts at the system as a whole. We have, in fact, created a vision of what the systems we review should look like."—Jerry Milner, former National Review Team Director | |
